China can build an electric car every seventy-six seconds and deploy industrial robots at massive scale, yet it also faces property wreckage, youth pessimism, demographic collapse, censorship of “excessively pessimistic sentiment,” and a political system that can tether the people and firms it needs most. America’s problem is different: private platforms, defense contractors, and political actors are also pushing AI deployment faster than public governance can absorb.
